At the International Postal Congress in Paris in 1948, it was decided that the members of the Universal Postal Union would issue in 1949 a commemorative stamp to mark the seventy-fifth anniversary of the Union's founding. A competition was announced for the publication's design in Greece, which did not yield the expected results. The Hellenic Post Office commissioned the stamp's design to the Fine School Arts Ioannis Kefallinos (1874-1949), professor at the Fine School of Arts, inaugurating their collaboration until 1954.

The theme of the stamp is "The teenager of Marathon".
